Here is Sen. Orrin Hatch explaining very well why the U.S. Senate rule requiring 60 votes to break a filibuster is important to defend whichever party is in the minority at the time. Hatch said he has been in both the minority and the majority several times during his career, and he vowed: “I have to tell you I’d fight to my death for the right — rights of the minority, because that’s one way that the United States Senate is the most important legislative body in the world.”
