Here is a Voice of America report on the significance of Presidential Inaugurations. President Barack Obama will officially begin his 2nd Term as President today as 12 Noon, when he takes the Oath of Office as proscribed by the U.S. Constitution on January 20. He will do so at the White House today. But because Inauguration Day falls on Sunday this year, the public ceremony at the U.S. Capitol will take place tomorrow, January 21, 2013. Obama will repeated the swearing-in tomorrow as 12 Noon ET.
